Dear Mr. Nielsen:

I refer to a letter from the President dated March 6, 1958, designating you Administrator of the Emergency Housing Agency effective upon the activation of that agency.

As the President indicated, until such time as the Emergency Housing Agency is activated it is desirable to provide appropriate cover for your preparatory activities. Accordingly, I have arranged that you be carried by Executive Order 10660, February 15, 1956, for the duration of your service as Emergency-Designee.

It is my intention to call a meeting of all Emergency-Designees at an early date. I shall communicate with you in this regard. I consider the establishment of our personal contacts, which I shall be maintaining in accordance with the letter from the President, and of liaison and working relationships between the Emergency-Designees and the agencies acting as nuclei for the emergency agencies to be essential in this important undertaking.

Not mentioned is whether one of his perks as a member of the E-10 would include a key to the Mount Weather liquor cabinet.
